The pivot bolt is damaged or misaligned.

Replace or properly align the pivot bolt.

The tilt lever assembly adjustment nut is too tight.

Loosen the tilt lever assembly adjustment nut and adjust the lever until tilt effort is correct.

The tilt lever assembly or the tilt teeth are damaged.

If necessary, replace the tilt lever. Refer to Tilt Lever Replacement .
