CAMPAIGN: PCV HOSE FAILURE

EMISSION CAMPAIGN 92-C-51 Subject: PCV HOSE FAILURE

Models 1992 PONTIAC SUNBIRD WITH 2.OL Affected: ENGINE (RPO LE4 - VIN ENGINE CODE H)

TO: ALL PONTIAC DEALERS

DEFECT INVOLVED

General Motors has determined that some 1992 Pontiac Sunbird model vehicles equipped with the 2.OL (RPO LE4 - VIN Engine Code H) engine were built with a hose in the crankcase ventilation system which may fail prematurely.

To prevent this condition from occurring, dealers are to replace the PCV hose on affected vehicles with a revised part.

VEHICLES INVOLVED

Involved are certain 1992 Pontiac Sunbird model vehicles equipped with the 2.OL (RPO LE4 - VIN Engine Code H) engine that fall within the VIN breakpoints below:

Not all vehicles within the above breakpoints are involved. Vehicles which records indicate were previously repaired under warranty with PCV Hose P/N 93211177 are not included in this campaign.

Campaign involvement, or campaign completion of any vehicle(s) in question, can be verified by utilizing VISS (Vehicle Information Service System).

All vehicles listed on the dealers Campaign printout will require inspection and/or correction. Verify any vehicles previously repaired with the correct PCV Hose (P/N 93211177) with a repair order. Label and return these vehicles to the owner without further repair.

Involved vehicles have been identified by Vehicle Identification Number listings. Computer listings contain the complete Vehicle identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data will enable dealers to follow-up with owners involved in the campaign.

These listings may contain owner names and addresses obtained from the State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currrently assigned.

PARTS INFORMATION

NOTICE

A pre-shipment of part number 93211177 will be sent to involved dealers the week of March 11, 1996. Pre-shipment will equal parts for 50% of the number of vehicles to be repaired. Pre-shipment parts will be charged to the dealers' open account.

Additional parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but an advise code (2). All Goodwrench parts system test dealers should order on a "VIP" order.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Pontiac Division (see copy of owner letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner's letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as of yet have received the notification lefter.

California Dealers are reminded that they must provide vehicles owners with a "Vehicle Emission Recall Proof of Correction" certificate when performing the emission campaign so owners can prove to the California Department of Motor Vehicles (DMV) that the emission campaign correction was performed. Failure to provide the owner with the certificate may cause a delay in the owner being able to renew their vehicle registration and may cause owner dissatisfaction.

Please confirm that service staff are currently trained in providing the certificate and that certificate pads are on hand.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

SERVICE PROCEDURE

NOTE

IF A VEHICLE SUBJECT TO THIS CAMPAIGN HAS BEEN REPAIRED FOR THIS CONDITION AND THE REPAIR ORDER INDICATES THAT THE NEW PART NUMBER (P.N. 93211177) HAS BEEN INSTALLED, THIS PROCEDURE IS NOT REQUIRED. PROCEED TO STEP 2.

1. Replace the PCV Hose with GM Part Number 93211177. (Refer to Section 6E3-C13 in the 1992 Sunbird Service Manual for the PCV hose replacement procedure.)

2. Install a Campaign Identification Label.

3. California dealers only, provide owner with a "Vehicle Emission Recall Proof of Correction" certificate.

VEHICLE EMISSION RECALL PROOF OF CORRECTION CERTIFICATE

(CALIFORNIA ONLY):

When an emission campaign is completed, California dealers MUST give the vehicle owner a certificate to present to the DMV (Department of Motor Vehicles) when renewing vehicle registration. Without this certificate, the owner may be unable to renew vehicle registration, causing customer dissatisfaction.

CAMPAIGN IDENTIFICATION LABEL

Each label provides space to print the campaign number and the five digit dealer code of the dealership performing the campaign. Insert this information with a typewriter or a ball point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible when the hood is raised. Be sure to apply the clear protective plastic cover over the label.

Additional GM Campaign Identification Labels (item Number S-1015) are available at no cost from Vispac, Inc., 35000 Industrial Road, Livonia, MI 48150, 1-800-269-5100 (Monday - Friday 8:00 AM to 4:30 PM Est.).

CLAIM INFORMATION

A separate repair order must be used for each vehicle. A completed warranty claim is to be kept as a permanent record of completion.

CLAIMS FOR OWNER REIMBURSEMENT - T2482 - MUST BE SUBMITTED WITH THE CORRECT V-LABOR OPERATION (V9815 OR V9816) TO REMOVE VEHICLE FROM CAMPAIGN LIST.

* ADD: For Campaign Administrative Allowance, add 0.1 hours to the "Labor Hours". This entry will not require authorization.

** 0.2 hour for clerical administration may be applied for in Labor Hours on customer reimbursement. Customer reimbursement over $1,000.00 must be submitted to the zone office. The "Parts Allowance" should be the sum total of the current GMSPO Dealer Net price plus 30% handling charges.

FAILURE CODE 96 MUST BE USED WITH THE LABOR OPERATION.

Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labor operation as outlined.

RECORDING COMPLETION

Repairs submitted for vehicles not involved in the campaign will not be paid.

Campaign completion will be recorded from "PROPERLY COMPLETED AND PAID WARRANTY CLAIMS." Customers are being asked to present the customer reply card for identification to their dealer at the time they bring in their vehicle to have the campaign performed.

WHAT WE WILL DO

To prevent this condition from occurring, your dealer will replace the PCV hose with a revised part. This service will be performed for you at no charge.

WHAT YOU SHOULD DO

Please contact your Pontiac dealer at your earliest convenience for the necessary repairs. Please bring the owner reply card to your Pontiac dealer. Presentation of this card to your dealer will assist in making the necessary correction in the shortest time possible. Please contact your dealer if you need to know how much time will be needed to schedule and process your vehicle. Should your dealer not schedule a service date within a reasonable time, you should contact the Pontiac Customer Assistance Center at 1-800-762-2737.

If you have sold or traded your vehicle, please let us know by completing the postage paid reply card and returning it to us.

If your dealer and the Customer Assistance Center are unable to remedy this condition within a reasonable time, you may wish to advise the Environmental Protection Agency at the following address: Director, Manufacturer's Operations Division (6405J), United States Environmental Protection Agency, 401 M Street, SW, Washington, DC 20460.

To ensure your full protection under the emission warranty made applicable to your vehicle by State or Federal Law, and your right to participate in future recalls, it is recommended that you have your vehicle serviced as soon as possible. Failure to do so could legally be determined to be lack of proper maintenance of your vehicle. Also, your vehicle may fail a state or local emission inspection test if the recall work is not completed.

IMPORTANT MESSAGE FOR CALIFORNIA RESIDENTS

The California Air Resources Board (CARB) requires that vehicle emission recall campaigns be completed prior to Califomia registration renewal. Uncorrected emission recall campaigns will result in the inability to renew your Califomia vehicle registration. At the time of emission campaign completion, your Califomia dealer will issue a "Campaign Certificate of Completion". Keep this certificate and, if required, present it to the Department of Motor Vehicles when renewing your Califomia registration as proof of campaign completion.
