CAMPAIGN - VACUUM REGULATOR MODIFY FOR EMISSIONS

THE ADMINISTRATOR OF THE ENVIRONMENTAL PROTECTION AGENCY HAS DETERMINED SOME 1980 "A", "B", "F", AND "G" PASSENGER CAR MODELS EQUIPPED WITH 4.9L (V8) ENGINES MAY BE EMITING POLLUTANTS IN EXCESS OF FEDERAL EMISSION STANDARDS. VEHICLES INVOLVED INVOLVED ARE CERTAIN 1980 "A", "B", "F" AND "G" PASSENGER CAR MODELS EQUIPPPED WITH 4.9L (V8) ENGINES WITHIN THE FOLLOWING BREAKPOINTS: FROM THROUGH SOP EOP INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER COMPUTER LISTINGS. COMPUTER LISTINGS CONTAIN THE COMPLETE VEHICLE IDENTIFICATION NUMBER, OWNER NAME AND ADDRESS DATA, AND ARE FURNISHED TO THE INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. OWNER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW-UP WITH OWNERS INVOLVED IN THIS CAMPAIGN. THESE LISTINGS MAY CONTAIN OWNER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN. ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN WAS NOT SHIPPED ANY INVOLVED VEHICLES. OWNER NOTIFICATION OWNERS WILL BE NOTIFIED OF THIS CAMPAIGN ON THEIR VEHICLES BY (DIVISION) MOTOR DIVISION (SEE COPY OF OWNER LETTER INCLUDED WITH THIS BULLETIN). DEALER CAMPAIGN RESPONSIBILITY DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO OWNERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP FROM THIS TIME FORWARD. WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR USED VEHICLE INVENTORY, OR IT IS IN YOUR DEALERHSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING OR RELEASING THE VEHICLE. PARTS INFORMATION PARTS REQUIRED TO COMPLETE THIS MODIFICATION ARE TO BE OBTAINED FROM GENERAL MOTORS WAREHOUSING DISTRIBUTION DIVISION (GMWDD). TO ENSURE THAT THESE PARTS WILL BE OBTAINED AS SOON AS POSSIBLE THEY SHOULD BE ORDERED FROM GMWDD ON A C.I.O. ORDER WITH NO SPECIAL INSTRUCTION CODE, BUT ON AN ADVISE CODE (2). PART NUMBER DESCRIPTION QUANTITY PER VEHICLE 10055719 DISTRIBUTOR SPARK CONTROL KIT KIT CONSISTS OF SUFFICIENT QUANTITY OF PARTS TO REPAIR TEN (10) VEHICLES. EACH KIT CONSISTS OF THE FOLLOWING: 10 RUBBER PLUGS (P/N 489106) 10 FOAM FILTERS (P/N 262214) 1 INSTRUCTION SHEET (P/N 10055720) 1052366 RTV SEALANT AS REQUIRED 17066154 EGR VALVE AND GASKET * 17066156 EGR VALVE AND GASKET * *AN EGR VALVE AND GASKET IS NOT REQUIRED FOR EVERY VEHICLE. REFER TO GMWDD PARTS BOOK FOR PROPER VEHICLE APPLICATION WHEN REQUIRED. IT IS RECOMMENDED THAT A KIT BE ORDERED UPON RECEIPT OF THIS BULLETIN TO ALLOW FOR PART AVAILABILITY UPON OWNER REQUEST FOR VEHICLE MODIFICATION. SERVICE PROCEDURE 1. RAISE HOOD AND INSTALL FENDER COVERS. 2. REMOVE AIR CLEANER. 3. REMOVE AND DISCARD EXISTING HOSE EXTENDING FROM VACUUM REGULATOR VALVE TO CARBURETOR VACUUM PORT. SEE ILLUSTRATION. 4. INSTALL A RUBBER PLUG, P/N 489106, ON CARBURETOR VACUUM PORT. 5. INSTALL FOAN FILTER, P/N 262214, USING RTV SEALANT, P/N 1052366, ONTO OPEN PORT OF REGULATOR VALVE. SPECIAL CARE SHOULD BE TAKEN TO AVOID GETTING RTV SEALANT ONTO THE PORT. 6. EGR FUNCTION SYSTEM CHECK CAUTION: IF ENGINE HAS BEEN RUN RECENTLY EGR VALVE MAY BE HOT. IT MAY BE NECESSARY TO WEAR GLOVES TO AVOID BURNING FINGERS. A. ENGINE OFF. PUSH UPWARD ON UNDERSIDE OF EGR VALVE DIAPHRAGM. DIAPHRAGM SHOULD MOVE UP AND DOWN (OPEN AND CLOSE) FREELY. IF VALVE DOES NOT MOVE FREELY, REPLACE VALVE AND COMPLETE SYSTEM CHECK. B. TEE IN A VACUUM GAGE BETWEEN THE EGR VALVE AND EGR VACUUM HOSE. C. BLOCK VEHICLE DRIVE WHEELS. WITH VEHICLE IN "PARK" OR "NEUTRAL" AND ENGINE AT NORMAL OPERATING TEMPERATURE (APPROX. 91 DEGREES C/195 DEGREES F), OPEN THROTTLE TO OBTAIN AT LEAST 7 IN. OF VACUUM AT EGR VALVE. IF NO VACUUM IS PRESENT, CHECK CONTROL SYSTEM (HOSES, TVS, ETC.) AND CORRECT AND/OR REPAIR AS NECESSARY. D. MOMENTARILY DISCONNECT AND RECONNECT VACUUM HOSE AT EGR VALVE AND CHECK FOR FOLLOWING: 1). DISCONNECT - DIAPHRAGM SHOULD MOVE DOWNWARD (CLOSE) AND ENGINE SPEED SHOULD INCREASE. 2). RECONNECT - DIAPHRAGM SHOULD MOVE UPWARD (OPEN) AND ENGINE SPEED SHOULD DECREASE. REPEAT SEVERAL TIMES TO VERIFY PROPER OPERATION. E. IF VALVE DOES NOT MEET CHECK REQUIREMENTS, REPLACE VALVE AND CHECK OPERATION. 7. REMOVE VACUUM GAGE AND REINSTALL AIR CLEANER. 8. CLEAN SURFACE ON FAN SHROUD TOP SURFACE AND INSTALL CAMPAIGN COMPLETION LABEL. CAMPAIGN IDENTIFICATION LABEL EACH VEHICLE MODIFIED IN ACCORDANCE WITH THE INSTRUCTIONS OUTLINED IN THIS PRODUCT CAMPAIGN BULLETIN WILL REQUIRE A "CAMPAIGN IDENTIFICATION LABEL." EACH LABEL PROVIDES A SPACE TO INCLUDE THE FIVE DIGIT DEALER CODE OF THE DEALER PERFORMING THE CAMPAIGN SERVICE. THIS INFORMATION MAY BE INSERTED WITH A TYPEWRITER OR BALLPOINT PEN. EACH "CAMPAIGN IDENTIFICATION LABEL" IS TO BE LOCATED ON THE RADIATOR CORE SUPPORT IN AN AREA WHICH WILL BE VISIBLE WHEN THE VEHICLE IS BROUGHT IN FOR PERIODIC SERVICING BY THE OWNER.
