SPECIAL POLICY: I/P CLUSTER APPLIQUE DELAMINATION-GAS GAGE

SUBJECT: SPECIAL POLICY ADJUSTMENT INSTRUMENT PANEL CLUSTER APPLIQUE DELAMINATION (GAS GAGE NEEDLE MAY STICK)

MODELS/YEARS: 1991 CUTLASS CIERA WITH U2E BASE I/P & MD9 TRANSAXLE

CONDITION

General Motors has determined that some 1991 Oldsmobile Cutlass Ciera model vehicles built with base instrument cluster (RPO U2E) and 3-speed automatic transaxle (RPO MD9), may exhibit delamination of the instrument panel (I/P) cluster applique. This condition can cause interference with the gas gage, preventing proper gage movement and, in some cases, causing erratic gage movement.

VEHICLES INVOLVED

Involved are some 1991 Oldsmobile Cutlass Ciera model vehicles built with base instrument cluster (RPO U2E) and 3-speed automatic transaxle (RPO MD9) within the following breakpoints:

NOTE: This policy applies ONLY to those vehicles within the breakpoints above produced with RPO's U2E (base instrument cluster) and MD9 (three speed automatic transaxle).

SPECIAL POLICY ADJUSTMENT

This special policy covers the condition described above for three (3) years (regardless of mileage), from the date the vehicle was originally placed in service, regardless of ownership, with no deductible. Correction, at no charge to the customer, will consist of exchanging the instrument panel (I/P) cluster on the involved vehicles.

This "Special Policy Adjustment Bulletin" should be filed in the three ring binder previously furnished to dealers by General Motors.

OWNER NOTIFICATION

Owners will be notified of this special policy on their vehicles by Oldsmobile Division (see copy of the owner letter included with this bulletin).

OWNER REIMBURSEMENT

Owner claims for reimbursement on previously paid repairs to correct an Instrument Panel Cluster Applique delamination (gas gage needle may stick), are to be submitted within two years from the date the owner originally incurred the expense. Owners must submit original documentation that reasonably confirms the amount of unreimbursed repair expenses, a description of the repair, the date of the repair, and the person or entity who performed the repair.

Claims for customer reimbursement on previously paid repairs are to be submitted according to the Warranty Claim Information instructions. Use the "Owner Reimbursement" labor operation and list all owner expenses concerning previous repairs in the net items column of the warranty claim.

Refer to the 1991 Oldsmobile Cutlass Ciera Service Manual, page 8C-l 4.

PARTS INFORMATION

Parts are to be obtained from your A/C Delco Authorized Service Center. Order the part from the Service Center as you would under a typical A/C Delco exchange program. It will be necessary to provide the vehicle odometer reading to the Service Center when ordering. The I/P cluster will then be shipped with the odometer preset.

Submit a claim with the information indicated below (only one labor-op per vehicle):

** The 0.2 hours in the "Other Hours" column represents the administrative allowance associated with handling the I/P cluster through the A/C Delco Service Center as an exchange program item.

Part Allowance: Current dealer price, plus 30% handling allowance.

OWNER LETTER

Dear Oldsmobile Owner:

As the owner of a 1991 Oldsmobile Cutlass Ciera, your continued satisfaction with our product is of utmost concern to us. At the time of sale, your vehicle was provided with a new vehicle warranty which covers certain parts of your vehicle for a specified period.

Some 1991 Oldsmobile Cutlass Cieras may experience delamination of the instrument panel (I/P) cluster applique. This condition can cause interference with the gas gage, preventing proper gage movement and in some cases causing erratic gage movement (gas gage needle may stick).

This delamination condition may require replacement of the I/P cluster which is originally covered under your new vehicle warranty for a period of 3 years or 50,000 miles, whichever occurs first (after 12,000 miles a $100 deductible per dealer visit applies). However, in the interest of your continued satisfaction with your Oldsmobile, General Motors is extending coverage on the I/P cluster applique to 3 years and unlimited mileage with no deductible.

If you are not currently experiencing this condition, we suggest you keep this letter with your Owner's Manual, Maintenance Schedule and Warranty Folder in the glove box of your Cutlass Ciera. If your Cutlass Ciera experiences the applique delamination described above, please contact your Oldsmobile dealer to schedule a service date for the repair. Mention "Special Policy Adjustment 91-T-116". Your dealer will have to order a replacement instrument cluster with the mileage preset in the odometer; please provide your dealer with the mileage on your vehicle when scheduling the service.

If you previously paid for this repair, you should contact your Oldsmobile dealer within two years of the date of the repair to request reimbursement.

Instructions for making this correction have been sent to your dealer. Please ask your dealer if you desire an estimate of the total time required to schedule, process and return your vehicle. Presentation of this letter to your dealer will assist in making the necessary correction in the shortest possible time.
