1. 1983 NEW BULLETIN FORMAT

Beginning with this bulletin 83-1, a new bulletin format will be initiated. The words "Technical" and "Information" will be dropped from the bulletin title. There will be two bulletin headings now; "Dealer Service Bulletin and "Dealer Product Campaign" File Group and number sequence will remain the same.

2. WARRANTY INFORMATION ON 1983 BUICK NEW CARS (3)

There are three folders (all vehicles except California - Part No. 25512143, California Only Gasoline Engines - Part No. 25512144, and California Diesel Fueled Engines - Part No. 25512145) which contain warranty information relative to the new car emission systems, tires, and corrosion. Revision of the text eliminates a separate "limited warranty" notice. A separate tire warranty folder is included to outline warranty as provided by individual tire manufacturers.

The owner's name, address, Vehicle Identification Number, date of delivery, mileage at time of delivery, are all to be typed on the front of the Warranty Information on the 1983 Buick New Car Folder in the space provided. There is a space provided on the back of the folder for the dealer name, address, and dealer code.

It is very important that the Warranty Information on the 1983 New Car Folder be correct. This information will be the only means of owner identification for repairs covered under warranty. In order for dealer warranty claims to be properly processed at Flint, the Vehicle Identification Number must be correct. Owners should be instructed to carry their Warranty Information Folder in their vehicles at all times.

3. 1983 SERVICE MANUALS

The 1983 Chassis Service Manual will be shipped to all Buick dealers prior to September 1, 1982. For 1983, it will be a loose leaf publication in two volumes, covering all models. Two binders will also be shipped at the same time.

The 1983 Fisher Body Service Manual will be shipped to all Buick Management Contact Dealers in October, 1982.

Due to the new loose leaf format, additional quantity orders previously placed will not be shipped. A new order form will be included with the initial manual distribution. This will permit re-evaluation of requirements and re-ordering based upon that requirement.

4. 1983 BUICK OWNER'S MANUALS

For 1983, there will be a total of seven (7) owner's manuals, as follows:

A manual order form is printed in the back of the owner's manual for customer purchase of manuals. Prices to owners for ordering manuals are:

5. 1983 BUICK CONSUMER INFORMATION

To comply with U.S. Federal regulations, Buick Motor Division is including Consumer Information in the respective Owner's Manual. It is the dealer's responsibility to make certain this information is in the car when delivered to the owner.

6. 1983 VEHICLE CERTIFICATION AND TIRE PRESSURE LABEL

In accordance with Federal Motor Vehicle Regulations, a Vehicle Certification and Tire Pressure Label is being affixed to all 1983 model Buicks.

The label will have a certification statement, Vehicle Identification Number, month and year that the vehicle was built. The label will be attached horizontally to the left front door inner panel lock facing on all models.

The lower portion of the label will have the tire size and tire pressure information.

Due to the certification label's location, it may be subject to damage during car shipment, new vehicle pre-delivery service, through door repair, or replacement.

To acquire a replacement certification label, proceed as follows:

a. Obtain an impression of the Vehicle Identification Number on the engine block by rubbing a pencil lightly over a piece of paper held in place against the block.

b. Obtain build date, if at all possible, from damaged certification label.

c. Check Vehicle Identification Number on engine block and identification number on instrument panel to see that they match.

d. Obtain the vehicle order number from invoice.

e. Send the readable impression and build date from Steps 1 and 2 above, and the vehicle order number taken from the invoice, along with a letter of explanation to:

7. 1983 NEW VEHICLE INSPECTION PROCEDURE FORM

The New Vehicle Inspection and Delivery Procedure which is being introduced in 1983, includes a new NVI form. The new process will be fully implemented in December, 1982. Meanwhile, and until instructed differently, use New Vehicle Inspection Procedure Sheets 6221-82. These forms are available from your Zone Office.

8. 1983 GENERAL MOTORS MAINTENANCE SCHEDULE FOLDERS

Two (2) maintenance schedule folders are being used for 1983. They are as follows:

Each item is keyed as to Scheduled Maintenance Services and is marked at the proper intervals to either have the item check or serviced. Individual items are numbered and have a corresponding numbered paragraph explaining the maintenance recommendations. There is also a chart on Recommended Fluids and Lubricants (and their usage) in the Maintenance Schedule Folder, and an Owner Inspections and Services Checklist. The checklist describes those items which should be inspected at appropriate intervals by the owner or a qualified technician. Owners should be made aware of this folder, and be encouraged to record servicing dates and mileages for their records.

9. 1983 PAINT CODES

Color chip sheets for the 1983 Buick paints will again be available from DuPont, Ditzler, Inmont (Rinshed-Mason), Sherwin-Williams, Acme/Rogers and Martin-Senour. Each Buick dealer will be sent two (2) copies of each as they become available to us. Those not included with this bulletin will be sent out as they become available.

10. 1983 LABOR TIME GUIDE MICROPUBLICATIONS UPDATE AND REQUEST FOR REVIEW FORMS

Approximately September 13, 1982, one (1) set of Micropublications will be mailed to all dealers. Each set will consist of the following Microfiche:

Labor Time Guides - 1983 (2).

Dealer Technical Bulletin Update - July, 1981 through August, 1982.

Dealer Information Bulletin Update - July, 1981 through August, 1982.

Dealer Campaign Bulletin Update - July, 1981 through August, 1982.

Essential/Available Tool Catalog Update - 1982.

Additional quantities, if previoully ordered, will be supplied, based on records on file at time of mailing. All requests for additional microfiche sets (12.00 per set) are to be processed directly to GM Photographic. Additional order forms are available from your Zone Office.

Labor Time Guide - all claims processed on the date of receipt or after will be processed on the basis of operations and labor time allowances provided.

11. 1983 BUICK BULLETIN BINDERS

As noted in Bulletin 82-I-109, a new source for Bulletin binders and index tabs has now been established. Orders for binders and index tabs will now be sent directly to Buick Motor Division in care of Office Services Department, as shown on the order form included with this Bulletin.

It will not be necessary to include a check for your order, as all orders will be charged against your Open Parts Account.

12. 1983 JACKING OR LIFTING

Due to the fact that the 1983 catalytic converter is positioned below and close to the frame side rail, the possibility of damaging the converter exists when jacking or lifting the car. The following caution should be closely adhered to:

NOTICE: When jacking or lifting a car from frame side rails, be certain lift pads do not contact catalytic converter, as damage to converter may result.
